Investigates and attempts to resolve all types of complaints about care provided to residents in licensed nursing homes and adult care facilities, and consumers of home care services. Ombudsman volunteers are present in nursing homes to speak with residents, observe conditions, and resolve simple complaints. The Ombudsman Program provides information on long-term care options, laws, and regulations.

Resolves complaints of alleged rights violations brought against providers of community mental health services. Serves as the third party in dispute resolution. Also provides assistance to individuals and agencies regarding ADA and other disability issues.
Handles complaints and investigates issues dealing with suspected Medicaid fraud by providers and possible neglect or abuse of residents of long term care facilities in Ohio. Will prosecute if criminal action is found. Complaints addressed include, but not limited to, suspected Medicaid fraud by providers (billing for services not performed, over billing, kickbacks etc.) and possible neglect or abuse of residents of a long term care facility (such as nursing homes, group homes, MR/DD facilities, and hospital long term care units). Does not represent the person making the complaint as a private attorney would.
