Receives and acts on complaints regarding people labeled mentally ill or MR/DD concerning institutional or community practices/conditions; assures that detained institutionalized and discharged persons are informed of their rights; provides case advocacy and legal representation; monitors policies/procedures and all major incidents reported to Departments of Mental Health and MR/DD.
