The Long Term Care Ombudsman Program (LTCOP) works to advance the health, rights, welfare, and quality of life of people receiving long term care services. State certified staff and volunteers investigate and resolve complaints for persons who live in nursing homes, assisted living homes, adult care facilities and individuals receiving home and community-based services. The Ombudsman provides information regarding Medicare, Medicaid, resident consumer rights and long term care quality options and alternatives. The LTCOP serves nine counties: Clark, Champaign, Greene, Logan, Montgomery, Preble, Darke, Miami, and Shelby.

The Long-Term Care Ombudsman provides a voice for consumers of long-term care services in nursing homes, county homes, residential care facilities, adult care facilities, adult foster homes and in private residences. They seek to identify, verify and resolve concerns regarding quality of life and quality of care in the above settings. Ombudsmen work with long-term care consumers, families, as well as staff and administrations of long- term care providers to resolve complaints in an objective, unbiased confidential manner. They answer requests for information regarding rights and choices in long-term care matters. They also work to educate consumers, staff and the general public on the rights of consumers of long- term care.

Accepts and investigates long term care and MyCare Ohio complaints for Ohioians covered by both Medicare and Medicaid through this program. Services include: - Provides Ombudsman Core Services (information, advocacy and complaint investigation) for dual-eligible members of MyCare Ohio and the community-well. - Provides information regarding rights and benefits to members, families and providers within the MyCare Ohio service delivery system. - Investigates and resolves complaints regarding MyCare Ohio enrollees and other LTC consumers receiving care from Managed Care Organizations. - Assists and represents MyCare members and families in administrative hearings and appeal situations in accordance with Ombudsman policy.

An advocacy program for the rights of consumers of long term care. The Long-Term Care Ombudsman works on behalf of individuals receiving services or care from in-home services, nursing homes, adult care facilities, or residential care such as assisted living facilities. Provide advice on selecting services or facilities, and the rights of & service information for consumers. They are legally authorized to investigate complaints, intervene on behalf of a client or resident and negotiate solutions. Referrals & information provided as appropriate. Ombudsmen do not “police” nursing homes and home health agencies. Instead, they work with providers, residents, their families and other representatives to resolve problems and concerns. Ombudsmen are advocates who provide a voice to the needs and preferences of clients. Ombudsmen link residents with services or agencies, offer advice on selecting long-term care providers, inform consumers about their rights and provide information and assistance with benefits and insurance.
