Provides a 3 year loan to help seniors pay off delinquent property tax. Loan comes with a 10 percent interest rate. Money is paid directly to Cuyahoga County. Loan is through Faith United Credit Union, and customer must become a member of Faith United (by becoming a member, customer will be allowed to bank with Faith United Credit Union). Mandatory one-on-one financial counseling will be provided to the client. Client will also be enrolled in a monthly property tax payment plan after receiving the loan.
To help residents avoid tax foreclosure by paying off their delinquent property tax debt and address the underlying issues that caused their difficulties. STAR connects property owners to the resources they need, such as home repairs or maintenance, social services, financial counseling, or other help as needed to avoid future instability.

The primary responsibilities of the homestead section are to assist taxpayers with the Homestead Exemption application process as well as maintain and update existing application records. For example, an eligible owner of a home with a market value of $100,000 will be billed as if the home were valued at $73,800.
