- Must make a claim under a qualified Veteran who has been discharged under honorable conditions and has served on active duty for purposes other than training. - Must have been a resident of Lorain County for at least 90 days prior to the application. - Must demonstrate financial need. The commission considers household income, living expenses, available assets, medical expenses, and the special needs of each applicant when determining eligibility.
