The Winter Reconnect Order issued each year by the Public Utility Commission of Ohio (PUCO) has a new name. It is now the Special Reconnect Order (SRO). The SRO may be used once per utility (electric and natural gas) from Oct 13, 2025 through April 15, 2026 to reconnect or to avoid disconnection of investor-owned, PUCO-regulated utilities. The SRO allows customers to pay only $175, plus up to $36 for a reconnection fee (if applicable), of what they owe. Any remaining balance is put into a payment arrangement. There are no income restrictions, and the Order may also be used to establish or transfer service. If the SRO is used for both electric and natural gas at the same time, the $175 may be split between the two.

Provides utility payment assistance to prevent gas, electric, or water shut-off and for the purchase of bulk fuel for heating or to have service restored. Assists with a variety of undesignated emergency needs on a case-by-case basis.

Provides funding for the repair or replacement of home sewage treatment systems for residents who have notification that their septic system has failed by the Ashtabula County Health Department

Provides payment aid once per heating season to consumers who have been disconnected or received a shut-off notice, or service that needs started, or have 25% or less supply of bulk fuel (fuel oil or propane). To receive assistance, households served by a state-regulated utility must also sign up for a payment plan, such as the Percentage of Income Utility Plan (PIPP). Provides assistance with paying rent or utilities (gas and electric) for those in emergency situations. Rent assistance is limited to a maximum of $250. This may include rental deposit assistance.

Offers a program that makes monthly payments more affordable on a year-round basis for customers of regulated electric and/or gas service providers. Offers incentive credit and an arrearage credit when PIPP Plus payments are made on-time and in-full: - Incentive Credit: Each time the client pays their required monthly payment on-time and in-full, the client no longer owes the rest of that month's billed amount (otherwise, this amount is added to the client's arrearages). - Arrearage Credit: Provides a 1/24 credit toward any old debt when payments are made on-time and in-full (if the client makes full, on-time payments for 24 straight months, then all of the arrearages will be eliminated).

Offers a federally funded program administered by the Ohio Development Services Agency (ODSA) to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time Home Energy Assistance Program (HEAP) benefit will depend on federal funding levels, how many people live with you, total household income and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor).

Provides emergency gas bill payment assistance for those who qualify. Seeks to help clients avoid disconnection. Enbridge Gas grant will allow those who meet the income guidelines of up to 300% of Federal poverty level assistance up to $300 to stop their disconnection.

Provides assistance with the following utilities: gas, electric, and water (limited to no more than $750.00 in the calendar year for all combined). Applicant cannot exceed $1,500 in aid from the overall PRC program ($750 if non-custodial guardian). Funds may be used to pay past due amounts to maintain or to reestablish/reconnect service. May also be used to establish service if setting up a new residence.

Provides emergency financial assistance to Montgomery County resident veterans who qualify and establish a bona fide need for the following assistance: utilities (electric, gas and water) food (foodbank) mortgage or rent payment and burial benefits. Veterans may be able to receive up to $1,000 to go towards their insurance deductible for the tornado assistance.

People can call to set up an appointment with a caseworker. Provides clothing to disaster victims and domestic violence/sexual assault victims; may also provide assistance with rent and utilities; funds are limited.

Provides assistance for customers to help them complete the proper forms for bill payment assistance in their County. In addition to State of Ohio assistance, some local organizations may also provide help and Washington Energy Coop can help locate them and assist with the application process.

Provides limited financial assistance with up to $150 for rent or up to $75 for utility bills when funds are available.

Provides assistance with food, shelter (rent or mortgage), and utility bills (gas, electric, water) for families of active military and the families of eligible veterans of the US military.

Provides services for short-term emergency shelter assistance (motel vouchers), utility assistance (gas, electric, water), food pantry referral, job resources, housing assistance (rent), transportation expense assistance (new job before first paycheck only- within Wood County) and other temporary financial assistance.
