Offers a program that makes monthly payments more affordable on a year-round basis for customers of regulated electric and/or gas service providers. Offers incentive credit and an arrearage credit when PIPP Plus payments are made on-time and in-full: - Incentive Credit: Each time the client pays their required monthly payment on-time and in-full, the client no longer owes the rest of that month's billed amount (otherwise, this amount is added to the client's arrearages). - Arrearage Credit: Provides a 1/24 credit toward any old debt when payments are made on-time and in-full (if the client makes full, on-time payments for 24 straight months, then all of the arrearages will be eliminated).

The Ohio Department of Development and OIC of Clark County (HEAP) will help income-eligible Ohioans stay warm during the cold winter month. The HEAP Winter Crisis Programs provides eligible Ohioans assistance paying utility or bulk fuel bill or assistance paying for heating system repairs. The program runs from Nov. 1, 2023 - Mar 31, 2024.

Program provided by Ohio Department of Development through LEADS is designed to help qualified households pay for summer cooling. This program applies to electric utilities only and is available from June 1 through Aug. 31 and provides: One-time payment assistance of up to $175. You do not have to be enrolled in PIPP to be eligible for the Summer Crisis Program. You do not need a disconnection notice to be eligible for the program. An additional benefit can also be given for households with a member who has a medical condition that would benefit from an air conditioner: One air conditioning unit per household (for households that have not received an air conditioning unit in the last 3 years). For assistance with an air conditioner, household must have a member with a breathing problem and a prescription from a doctor certifying the condition.
The Energy Assistance Program (includes Home Energy Assistance Program, HEAP), makes a one-time per heating season payment (electric and/or gas) to eligible customers to assist with winter heating bills. Households with elderly or disabled members will automatically receive a larger benefit, reflecting the need for additional help.

Customers of Columbia Gas of Ohio are eligible for the HeatShare program if they have an annual gross household income of up to 300 percent of the federal poverty guidelines. Households experiencing unexpected financial hardships may also be eligible for the program, determined on a case-by-case basis. The HeatShare program provides Columbia customers with a one-time assistance grant of up to $450. Customers are only eligible for HeatShare once per year, and the assistance cannot be applied toward security deposits or bills that are not required to maintain service.

Emergency assistance with water bills may be provided to veterans discharged under honorable conditions in a time of need. When a veteran is requesting assistance the emergency support eligibility must be determined with the required documents according to the ESR (Emergency Soldier's Relief) policy.
