Program providing protections and benefits to military personnel and their families, can assist qualifying customers with maintaining utility service while serving on active duty. Under the plan, Ohio’s natural gas and electric utilities cannot disconnect the residential utility service of any military reservist or National Guardsman deployed on active duty for nonpayment. Upon return from active duty, utility companies must offer customers a period of time equal to the length of their deployment to pay any arrearages that may have accumulated. Additional time may be requested by a customer if the amount in arrearages presents a hardship. Utility companies are also prohibited from charging any late payment fees or interest to qualifying customers during the period of deployment or the repayment period. The Patriot Plan does not apply to career active-duty military personnel serving their regular tour of duty.

The HEAP Winter Crisis Program helps income eligible Ohioans that are threatened with disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank maintain their utility service. The program runs from November 1 until March 31. Ohio households, serviced by a Public Utilities Commission of Ohio-regulated utility, must sign up for the Percentage of Income Payment Plan Plus (PIPP) or another payment plan in order to receive emergency benefits.

If you are over the age of 60, or have a physician's statement that states you, or a household member, has a medical need for electric and are below 175% of the Federal Income Guidelines you may qualify for the Summer Cooling Crisis program. The Program applies to electric utilities only and is available typically starting July 1st and will operate until all funds are obligated, but no later than August 31st.
