Provides payment aid once per heating season to consumers who have been disconnected or received a shut-off notice, or service that needs started, or have 25% or less supply of bulk fuel (fuel oil or propane). To receive assistance, households served by a state-regulated utility must also sign up for a payment plan, such as the Percentage of Income Utility Plan (PIPP). Program can also pay for furnace repair and space heaters. Can also pay for furnace repair and space heaters through this program.

PIPP Plus allows eligible customers to make affordable monthly energy payments on a year-round basis. The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Development Services Agency’s Office of Community Assistance (OCA). It is designed to help eligible low-income households meet the high costs of home heating. Seasonal programs HEAP Winter and Summer Crisis make a one time payment for heating or electric bills.

Provides financial assistance to reconnect or maintain home heating services for eligible households once per heating season. Generally assists with a payment up to: - $175 for PUCO regulated companies. - $750 for non-PUCO regulated utilities (such as a municipal utility). - $1,200 for those who use bulk fuel (oil, propane, kerosene, or bottled gas). - $650 for coal, wood or solid fuels. - $500 in heating unit repairs or replacements. NOTE: Scheduling an appointment automatically places a 1-time hold on disconnection for REGULATED utilities until after the scheduled appointment date (unless a previous hold was placed on the customer's account). The appointment must be at least 48 hours before the scheduled disconnection and the utility account number must have been entered. - Customers are only allowed one (1) disconnection hold for an assistance appointment per Winter Crisis Program (WCP) season. - Rescheduling or missing appointment removes the hold and possibly triggers loss of service.

Emergency financial assistance for rent, shelter, utilities, and gas cards to new employment appointments or medical emergencies is available to individuals/families in Licking County.
Community Action can assist eligible households with rent and households that have a water bill, internet bills or trash bills that are past due, in shut off or disconnect status. Payment will be made directly to the landlord, or water facility. To Apply: - Applicants must provide documentation of household income for the past 30 days and/or 12 months - Must bring social security cards and birth certificates for all household members - Must provide verification of past due rent, mortgage payments and/water bills; lease agreement if applicable - Must provide documentation of hardship due to COVID-19.

Provides utility bill payment assistance for electricity, gas, water and heating fuel. Assistance may be available for up to the last $100 owed on utility bills. For example, if client owes $150, they must pay $50 to utility company before applying for these funds.

The Home Energy Assistance Program provides eligible Ohioans assistance paying an electric bill or assistance paying for heating or air conditioning repairs. Eligible customers may also receive a portable air conditioner or fan. The program assists low-income households with an older household member (60 years or older), or households that can provide physician documentation that cooling assistance is needed for a household member's health. Eligible households can receive up to $300 if they are a customer of a regulated utility, or $500 if they are a customer of unregulated utilities such as electric cooperatives and municipal utilities. The benefit can be a combination of a portable air conditioner, fan and/or utility assistance. Utility assistance is applied to a customer’s utility bill or applied to central air conditioning repair costs.

Eligible clients will receive a benefit in the form of a direct payment toward their main heating account. The Winter Reconnect Order issued each year by the Public Utility Commission of Ohio (PUCO) has a new name. It is now the Special Reconnect Order (SRO). The SRO may be used once per utility (electric and natural gas) from Oct 17 through April 18 to reconnect or to avoid disconnection of investor-owned, PUCO-regulated utilities. The SRO allows customers to pay only $175, plus up to $36 for a reconnection fee (if applicable), of what they owe. Any remaining balance is put into a payment arrangement. There are no income restrictions, and the Order may also be used to establish or transfer service. If the SRO is used for both electric and natural gas at the same time, the $175 may be split between the two.
Provides utility bill payment assistance to customers who are having financial difficulties because their families members have been called to active military duty.

Maximum assistance allowed is $2500 for overdue rent or mortgage payments, security deposits, temporary housing, property taxes, home repairs (if the owner;) overdue utility bills (except during Winter Crisis), driver license reinstatement fees, transportation and auto repairs. Applicants can request aid for more than one emergency (up to maximum assistance limit).
