Eligibility
  • Serves residents of Southern Lorain County. Note: Does not serve residents of Elyria or Lorain.
  • Disconnection notice from the utility company is not required.
  • For electric and gas assistance: Must apply for Winter Crisis - Emergency Home Energy Assistance Program (HEAP) first, when available.
Required documents
Will be requested as needed and include:
  • Photo ID.
  • Proof of income.
  • Copy of the appropriate bill.
