Provides temporary financial assistance with gas service payments.
Provides financial assistance to reconnect or maintain home heating services for eligible households once per heating season. Generally assists with a payment up to: - $175 for PUCO regulated companies. - $750 for non-PUCO regulated utilities (such as a municipal utility). - $1,200 for those who use bulk fuel (oil, propane, kerosene, or bottled gas). - $650 for coal, wood or solid fuels. NOTE: Scheduling an appointment automatically places a 1-time hold on disconnection for REGULATED utilities until after the scheduled appointment date (unless a previous hold was placed on the customer's account). The appointment must be at least 48 hours before the scheduled disconnection. - Customers are only allowed one (1) disconnection hold for an assistance appointment per Winter Crisis Program (WCP) season. - Rescheduling removes the hold and possibly triggers loss of service.

The Summer Crisis Program provides assistance to eligible families to offset high electricity costs associated with the summer cooling season. Applicants for SCP assistance must be 60 years of age or older or have a documented breathing problem and must have household income at or below 175% of the federal poverty guidelines according to household size. Air Conditioners may also be available.
Provides high speed Internet service for a low cost to eligible families. Once a customer, may have the option to purchase a laptop or desktop computer at a discounted price. Service may not be available in all areas.
Provides limited utility financial assistance once every 12 months to households within Northeast Emergency Distribution Services' service area.
Thrift store offers clothing, household items, linens and kitchen wares at low and is open to the public for shopping. Also has a food pantry and emergency financial assistance. Clients need agency referral for free clothing services.

Helps eligible low-income Ohioans meet the high costs of home heating. In most cases, the benefit will be a credit applied once per heating season to the customer's energy bill by the utility company (or fuel vendor). The amount of the one-time HEAP CREDIT will depend on federal funding levels, number of people in the household, total household income and the primary fuel used to heat the home.

Provides emergency financial assistance for gas, electric and water. Funding is limited and may not always be available. Clients may receive assistance once every 12 months. This is only available for OHIO EDISON/FIRST ENERGY (Electric), COLUMBIA GAS (Gas) and AQUA WATER (water) bills. We do not assist with any other companies. The utility MUST be in the name of a resident of the household and that person must be able to come and sign the paperwork unless other arrangements are made. All utilities are a once a year benefit, we cannot assist with more than one in a year. Based on availability of funds. For COLUMBIA GAS and OHIO EDISON/FIRST ENERGY: - Must have termination notice - $150 sincere payment effort within 90 days (client can pay that day to meet this requirement) this money cannot come from another agency - Cannot be new service - no deposits or reconnect fees - OHIO EDISON/FIRST ENERGY requires that OHCA be checked first for Ohio Fuel Fund assistance before The Salvation Army funds can be used - COLUMBIA GAS funds are limited and will only assist as a referral from an agency (seniors/extreme circumstances). - Must meet income eligibility guidelines (below 200%) - These funds MUST be the funds of last resort, meaning all amounts over the maximum assistance amount must be paid prior to applying for assistance. AQUA WATER: - Must meet income guidelines, call for further information.
Lifeline is the FCC's program to help make communications services more affordable for low-income consumers. Lifeline provides subscribers a discount on monthly telephone service, broadband Internet access service, or voice-broadband bundled service purchased from participating providers. Lifeline typically provides up to a $9.25 monthly discount on service for eligible low-income subscribers. Subscribers may receive a Lifeline discount on either a wireline or a wireless service, but they may not receive a discount on both services at the same time.
Loans may be available for homes with problems with a septic system or aerator. Through a grant from the Ohio EPA, Pickaway County Residents may quality for funding assistance to repair or replace their system if they have a household sewage treatment system that has failed, is failing or is in need of repair. To qualify for this assistance: - the home must be owner occupied (no rentals, new builds, or foreclosures) - the system must be documented as failed by PCGHD - the owner must be income eligible

The Winter Crisis program runs from November 1st through March 31st. To assist individuals having trouble paying their gas or electric bill if that is there heating source, a one time payment of up to $175 for regulated gas/electric or $750 for unregulated utility customers. And $900 for bulk fuel, and $550.00 for coal or wood assistance and Furnace Repair up to $500.00. Clients will be processed for all available programs, including HEAP, PIPP and Winter Crisis at each appointment.
