Provides gas bill payment assistance to Columbia Gas customers who have received a disconnection notice or whose services have been shut off. If past due balance is over $450, it must be paid down to $450 and a receipt must be brought as proof. Maximum benefit of $450.
Provides financial assistance to reconnect or maintain home heating services for eligible households once per heating season. Generally assists with a payment up to: - $175 for PUCO regulated companies. - $750 for non-PUCO regulated utilities (such as a municipal utility). - $1,200 for those who use bulk fuel (oil, propane, kerosene, or bottled gas). - $650 for coal, wood or solid fuels. - $500 in heating unit repairs or replacements. NOTE: Scheduling an appointment automatically places a 1-time hold on disconnection for REGULATED utilities until after the scheduled appointment date (unless a previous hold was placed on the customer's account). The appointment must be at least 48 hours before the scheduled disconnection and the utility account number must have been entered. - Customers are only allowed one (1) disconnection hold for an assistance appointment per Winter Crisis Program (WCP) season. - Rescheduling or missing appointment removes the hold and possibly triggers loss of service.

If you are eligible for assistance, the amount of your one-time HEAP benefit will depend on Federal funding levels : - How many people live with you - Total household income - The primary fuel you use to heat your home In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company or fuel vendor.

The HEAP Winter Crisis Program helps income eligible Ohioans that are threatened with disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank maintain their utility service. The program runs from November 1 until March 31. Ohio households, serviced by a Public Utilities Commission of Ohio-regulated utility, must sign up for the Percentage of Income Payment Plan Plus (PIPP) or another payment plan in order to receive emergency benefits.
The City of Newark will replace the service water line from the main line to the water meter free of charge. Restoration of any disturbed area will also be completed free of charge.

The Home Energy Assistance Winter Crisis Program (HEAP Winter Crisis Program), assists eligible applicants who are facing disconnection, have been disconnected, or have less than 25% of bulk fuel in their tank with maintaining their gas service, from November 1st - March 31st only. HEAP Winter Crisis Program offers yearly, one time only assistance to low-income families with heating bills or furnace repair. Must be in an emergency situation and have three months proof of income. November 1 - March 31 only. One benefit in a program year is allowed.
Financial assistance will be considered for utility shut-off prevention, Columbia Gas when funding is available. Assistance is paid directly to utility company - No assistance for fuel oil/ propane or water - Gas (for heating) and electric payments only - Funding based on availability and grant requirements - Assistance granted once per roiling 12 months (this includes rent and utility assistance) - Client must be living in home where assistance is needed - Utility must be in the name of an non-deceased adult - Assistance provided will not provide a credit - Utility must be in disconnect - Max assistance is $200 - Federal Funding must be exhausted prior to receiving assistance (HEAP season 11/1-3/31)
Provides advice and other assistance in cases in which the utility company denies or disconnects service improperly. Advice or other assistance may also be available with billing disputes, establishment of payment plans, or explanation of programs for eligible consumers.

Provides a gas cost assistance program of last resort designed to help individuals and families avoid disconnection or to reconnect their service. In most cases, assistance is approximately $300. Will assist with the heating bill and reconnection fees. However, if fee to reconnect is more than $300, client will have to provide the balance of the payment before assistance will be given.
Provides up to $150 in assistance with rent or utilities to qualified individuals. Clients may receive assistance once a year.

Provides a program that delays an electric service shutoff for 30 days when it would be life-threatening or especially dangerous to the health of a permanent member of the household. The program allows a customer to make payment arrangements or get financial help. It does not reduce the amount owed.
Provides a one-time benefit to eligible Ohioans with cooling assistance during the summer months.
