The primary mission of the Emergency Management Agency (EMA) is to save lives and protect property in the event of a man-made or natural disaster. Provides specialized services to the community during and after disasters (floods, blizzards, earthquakes, tornados) and accidents (fires, chemical spills, broken water or sewer structures). Services include providing information and technical assistance related to water disinfection, contaminated food product, clean-up, temporary handling of human waste and garbage, insect and rodent control, assistance with sources of medical supplies and determining need for inoculations, etc. Provides training on these subjects to municipalities or community groups within the county. Participates in disaster preparedness exercises and simulated emergencies to evaluate local emergency response. Recruits and trains volunteers to assist during a public health emergency.

Conducts multi-hazard planning for the communities that will enable them to mitigate, prepare for, respond to or recover from natural disasters, public health crises, terrorist incidents or other emergencies that occur within or have an impact on their area. Also addresses citizen awareness and self-sufficiency, responder capabilities, interagency cooperation in emergency operations and the roles, responsibilities and activities of public and private organizations and their staffs in all phases of the disaster.

Coordination of emergency services.

Provides coordination of an integrated emergency management system with local officials, emergency response organizations, support services, and volunteers. In the aftermath of disasters the county EMA supports local response efforts and coordinates disaster recovery operations from the county Emergency Operations Center. Also coordinates and supports efforts to train and exercise with local officials, emergency responders, community service organizations, business and industry executives and citizens.

Develop plans to address public health emergencies (such as a biological attack or a flu pandemic). Provides for interaction of Public Health with other public safety organizations to ensure a cooperative response to emergencies that threaten the safety of health of residents.

Division of Public Health Preparedness, Health Education, Health Promotion, Epidemiology, Indoor Air Quality, Public Information and Ashland County Medical Reserve Corps (ACCMRC) Unit #1181 is to improve the quality of life for all individuals in Ashland County by visiting with individuals and groups, and using print, audio, and audio-visual technology to tell residents about the services the ACHD provides; communicate the latest health education information; enable the ACHD to maintain services during a disaster; and respond to indoor air quality questions and complaints.

Coordinates planning, response, recovery, and mitigation related to any disaster occurring in Allen County. Maintains the county's haz-mat and decontamination team as well as the county's Emergency Operation Center (EOC), urban search and rescue team, and regional bomb squad. Establishes and updates the county's Emergency Operations Plan and coordinates training exercises for various response agencies.

Some participants are medical professionals, but this is not required. During times of non-emergency, volunteers are involved in preparing and distributing health education and disaster-preparedness materials.
