Provides the following permits, licenses, and inspectional services (individual department phone numbers are listed behind each description): rat and rabies control, environmental health, nuisance complaints, landfill, trash truck, well water, and septic inspections (225-4362); plumbing permits and inspections (225-4421); housing inspections outside of the Dayton city limits (225-4428); food service operator licenses, bar, grocery, restaurant, swimming pool, hotel, and mobile home inspections (225-4460); lead paint poisoning preventions programs, information about lead paint hazards, and inspections for the presence of lead paint in homes (225-5553); and vending machines, mobile home park, motel, and mobile food service inspections (225-5915).

Reviews and approves construction plans for new food operations. Investigates all foodborne illnesses and makes recommendation to affected operations.

Responsible for protecting the community against food borne illnesses resulting from health code violations. Provides licensing of all food service and food establishments, inspects food establishments, investigates food borne illnesses and reports of contaminated food, addresses customer complaints, analyzes water samples from food establishments on a well.

Provides limited public health services for the Village of North Randall. Services include licensing of food facilities, enforcement of restaurant/food handling regulations, food poisoning investigations and home sanitation.

Establishes and enforces licensing and certification standards for social workers, counselors, marriage and family therapists, art therapists, and music therapists. Issues or revokes licenses and certificates. Takes disciplinary action for noncompliance with standards.

Investigates and responds to consumer complaints and allegations of abuse/neglect of residents in Ohio state licensed hospitals, nursing homes, assisted living and rehabilitation facilities, Ohio Department of Health licensed group homes and unlicensed group homes.

Provides examinations and certification for cosmetology, cosmetology specialty, and barbers in Ohio.

Licenses Ohio's real estate brokers and salespeople, real estate appraisers, and foreign real estate dealers and salespeople.

Establishes and enforces licensing and certification for Orthotists, Prosthetists, Pedorthists, Mastectomy Fitters, Therapeutic Shoe Fitters, Orthotic Fitters, Orthotic and/or Prosthetic Assistants, and Orthotic and/or Prosthetic Technicians. Administers examinations to demonstrate competency. Issues, denies, and revokes licenses based upon set standards.

The Food Safety Program includes inspection and licensing for all food service, food establishments and vending operations; and investigation of all reported foodborne illnesses.

Keeps the vital records pertaining to ownership in real estate and to all encumbrances or liens upon it. Maintains the following records: * Business registration and licensing * Durable Power of Attorney for real estate assets * Land records, deeds, and titles * Military - records and files military discharge papers after receipt from the Veteran's Service Office * Property lien assistance - to find out if their is a lien on property

Provides vendor's licenses to those seeking to sell products or services in Allen County. Issues only regular vendor’s licenses for vendors with a fixed place of business, which are only good for one location. Vendors with multiple locations, transient vendors, or services vendors need to apply through the State Auditor.

Food Service Operations (FSOs) and Retail Food Establishments (RFEs) are licensed and inspected by the PCPH Environmental Health Division. Restaurants, gas stations, grocery stores, school cafeterias, caterers, and other permanent facilities that sell food are required to be licensed under the Risk Program

Responsible for restaurant and food sanitation inspections, plumbing inspections, tap water testing, and rabies control.

Handles all purchasing for the county. Registers and annually certifies all vendors for county projects. Assures that minority and women-owned businesses are included as participants in county projects.

Licenses counselors, social workers & marriage and family therapists in the State of Ohio. Verifies initial/ongoing professional qualifications in terms of basic professional education, continuing education, passing the appropriate credentialing examination, and ethical/criminal background information. Investigates consumer complaints of ethical/practice standard violations by counselors, social workers, and marriage and family Therapists. Sanctions offending professionals as appropriate; including possible loss of license. Maintains a data base of currently licensed counselors, social workers, and marriage and family therapists within the state of Ohio. Also approves continuing education providers who want to offer Continuing Education Units (CEU's) for license certification/recertification.

Processes notary public applications and renewals for residents of the State of Ohio. Provides applicants with a date for notary exam and a manual containing the necessary information to be an effective and competent notary. Also provides application, training and testing to become an Ohio e-notary public.

Provides financial assistance forthe cost of child care to low income parents who work, go to school or are in training programs. Provides a list of all licensed child care providers that are contracted through the Ashtabula County department of Job and Family Services. Also certifies Type B Child Care Homes.
