Protects the public's health by assisting and monitoring aspects of food protection which include plan review, inspections, licensing, education, complaint, and food borne outbreak investigations. Educates the public, employees, owners, and managers of food facilities through Level 1 and Level 2 courses offered at Richland Public Health covering subjects regarding food safety.

Provides financial assistance forthe cost of child care to low income parents who work, go to school or are in training programs. Provides a list of all licensed child care providers that are contracted through the Ashtabula County department of Job and Family Services. Also certifies Type B Child Care Homes.

In the event that a foodborne outbreak does occur, epidemiologic action is taken by the Health District to control the outbreak and bring it to a conclusion. Also provides the licensing and inspection of all Food Service Operations, Vending Machine Operations, Retail Food Establishments, and Temporary Food and Mobile FSO/RFE within the jurisdiction of the Health Districts.

Keeps the vital records pertaining to ownership in real estate and to all encumbrances or liens upon it. Maintains the following records: * Business registration and licensing * Durable Power of Attorney for real estate assets * Land records, deeds, and titles * Military - records and files military discharge papers after receipt from the Veteran's Service Office * Property lien assistance - to find out if their is a lien on property

Grants licenses to optometrists, handles renewals, and enforces continuing education. Provides a seminar on the Ohio laws and rules of optometry, a requirement for licensure. Optometrists need to complete 25 hours of continuing education yearly to renew license; preferably October through September of each year.

Issues licenses for restaurants, grocery stores, vending machines that dispense perishable items, temporary food events, and mobile food operators, and conducts periodic inspections of these facilities in service area. Investigates and responds to consumer complaints and allegations of abuse/neglect of residents in Ohio state licensed hospitals, nursing homes, assisted living and rehabilitation facilities, Ohio Department of Health licensed group homes and unlicensed group homes.

Provides the following permits, licenses, and inspectional services (individual department phone numbers are listed behind each description): rat and rabies control, environmental health, nuisance complaints, landfill, trash truck, well water, and septic inspections (225-4362); plumbing permits and inspections (225-4421); housing inspections outside of the Dayton city limits (225-4428); food service operator licenses, bar, grocery, restaurant, swimming pool, hotel, and mobile home inspections (225-4460); lead paint poisoning preventions programs, information about lead paint hazards, and inspections for the presence of lead paint in homes (225-5553); and vending machines, mobile home park, motel, and mobile food service inspections (225-5915).

Processes applications and conducts inspections of properties for landlords who wish to participate in the Section 8 Housing Choice Voucher program.

Vendors with multiple locations, transient vendors, or services vendors need to apply through the State Auditor.

Processes notary public applications and renewals for residents of the State of Ohio. Provides applicants with a date for notary exam and a manual containing the necessary information to be an effective and competent notary. Also provides application, training and testing to become an Ohio e-notary public.

Operates as a professional association that represents the State Boards of Pharmacy in the United States, Guam, Puerto Rico, Virgin Islands, New Zealand, eight Canadian provinces, and two Australian states. Develops exams utilized by Boards of Pharmacy, holds pharmacist licensure exams, and enables pharmacists to transfer their existing pharmaceutical licensure requirements from one state or jurisdiction to another. Licensure information about pharmacists, interns, and other entities licensed by State Boards of Pharmacy is offered through the Pharmacist and Pharmacy Achievement and Discipline database (PPAD).

Food Service Operations (FSOs) and Retail Food Establishments (RFEs) are licensed and inspected by the PCPH Environmental Health Division. Restaurants, gas stations, grocery stores, school cafeterias, caterers, and other permanent facilities that sell food are required to be licensed under the Risk Program
