Services include enforcing rules of parole, involvement of youth in activities that create an awareness of the consequences of their behavior, developing competency in youth that enable them to be more capable of productive participation in society, and monitoring graduated sanctions if parole is violated.

Uses the Federal and State Offset Programs to collect past-due support, reports the amount of past due support owed by an obligor to a credit reporting agency.

Offers a youth mentoring program that aims to teach and build young men into becoming prominent individuals in their environment, communities, and schools.

Provides assistance applying and paying for paperwork that proves identity for eligible individuals. Service may include a voucher to pay for a birth certificate, a voucher for a state ID or (possibly) a driver's license depending on individual need and situation. Documents for those born outside the US may include birth certificates and Consular Reports of Birth Overseas for US Citizens. Provides state IDs for youth needing a work permit or for applying for financial aid for post-secondary education. Cannot help with replacing a lost Permanent Resident Card (Green Card) or lost proofs of naturalized citizenship.

Provides a free bus ticket to help qualified runaway youth, youth who are experiencing homelessness, or youth who are victims of human trafficking reunite with their family or legal guardian, or travel to an alternative living arrangement.

Provides musical instruments, kitchenware, home/health aids, learning kits, board games, computers and technology equipment, and other non-traditional items via regular library checkout.

New Directions provides safe, confidential shelter for adults and children escaping domestic violence, sexual assault or human trafficking. The shelter offers a secure, supportive environment where survivors can begin their healing journey. During their stay residents receive advocacy, safety planning and connections to supportive resources. If the shelter is full or if another location better meets a survivor’s needs—such as proximity to family, employment or other essential resources—advocates will provide compassionate support and referrals to alternative safe housing options. If someone seeking shelter is not currently experiencing domestic violence, sexual assault or human trafficking they will be connected with agencies that best fit their circumstances.

Issues and maintains marriage licenses and provides certified copies of marriage licenses. Licenses are valid for 60 days from the date of issuance and are issued at the time of application. Marriage licenses are public record.

Provides information about resident and day camps throughout the United States. Information is available about camps for adults, youth, seniors, families, and those with disabilities. Offers information and publications about finding a camp, children and camp, and preparing for camp. Assists in addressing complaints about American Camp Assn. (ACA) accredited camps.

Provides a walk-in low-cost veterinary services including wellness visits, testing, vaccinations, and microchips. NOTE: Does not provide emergency veterinary services.

Provides the Head Start program at numerous sites throughout Allen County. Works to develop social competence and school readiness in children and to empower their parents/caregivers to assist them. Provides services including nutrition and special education. All children are given a developmental screening and referred to supportive services based on the results.

Families also receive at least two home visits and two parent-teacher conferences.

Provides assessment and individual counseling for women who are experiencing postpartum depression or depression during pregnancy. If needed, treatment by a psychiatrist will be made available.

The parent support group is for those who want to discuss parenting topics, such as breastfeeding, cloth diapering, easy meals, and parenting others who understand.
