Provides legal assistance to parents who have children with disabilities and who are concerned about a lack of appropriate education or about (threats of) suspension and/or expulsion from elementary, middle, or high school.

Investigates housing discrimination complaints throughout the Dayton Metropolitan Statistical Area (MSA) and provides advocacy services for persons who believe they have been encountered discrimination in housing (both in the public and private sector, whether rental units or purchased housing). If necessary the agency can do discrimination testing to confirm discrimination allegations. Can also make referrals to outside agencies for legal and other related services. Also conducts educational workshops for landlords, rental agents, real estate agents, and others as to what constitutes discrimination in housing. And how they can best comply with the law.

Provides legal advocacy to ensure the humane care, treatment, habilitation and protection of persons with developmental disabilities. Serves people in Ohio communities and developmental centers, and students with developmental disabilities receiving special education in private or public schools or other settings.

Provides assistance to parents with minor children who are seeking financial support from a noncustodial parent. Administers child support and enforcement services, including location of non-custodial parents, establishment of paternity, establishment of financial and medical support, enforcement and collection of support payments, and review and modification of support orders.

Provides immigration and naturalization services and benefits, and enforce immigration laws. Processes petitions for changes of nonimmigrant, immigrant and permanent resident status. Investigates violations of immigration laws, pursues the removal of aliens and manages the removal of persons found to have committed removable offenses.

Investigates concerns and complaints about nursing homes, group homes, community based home health care, and assisted living facilities. Also handles complaints related to the MyCare managed care system. Complaints can be anonymous. Program also will help consumers select a long term care facility and provide information about local facilities. Operates a volunteer program that advocates for quality care for nursing home residents.

Assists individuals having issues getting birth certificates or basic documents that would help in getting a driver's license or state ID. Provides help removing barriers that may exist when someone is trying to apply for a birth certificate.

May grant permission to park in restricted areas such as overnight on city streets. Collects fines for waiverable traffic and parking violations.

Electric Partnership Program helps to improve the electric efficiency of eligible households. Performs in-home audits and installs appropriate electric energy efficiency measures to reduce electric usage. Community Connections program provides and in-home engergy use evaluation and energy saving home improvements such as appliance testing and possible replacement and energy education. Energy efficiency kits containing LED light bulbs, night lights, smart strips and furnace whistles).

Assists residents with disability/SSI terminations, Medicaid, unemployment, cash assistance, and food stamp denials.

Evaluates requests for child support legal assistance where court or child support enforcement agency in service area issued order of support, and applicant is seeking modification of support order, termination of order, waiver of arrears, correction of arrears, or other relief. Note: Assistance is not available to establish or enforce a child support order.

Provides information and referral services to people with Cystic Fibrosis and their families by connecting them with programs that help pay for the cost of treatments, co-pays, co-insurance, deductibles, and other living expenses. Helps clients compare available insurance plans so that they can make an informed decision when choosing a plan that maximizes coverage and reimbursement. Helps clients investigate adverse network, drug, and therapy coverage decisions, and provides guidance on appeals process. Helps connect clients with legal experts to navigate the Social Security application process and apply for Supplemental Security Income and Social Security Disability Insurance benefits. Direct assistance with unemployment applications is not provided. Callers will receive assistance with general unemployment questions and will be referred to employment and work accommodations experts and the callers' local unemployment office.

Offers assistance from notary publics, who are authorized by the state to administer oaths and acknowledgments of documents. Notaries verify that the person whose signature appears on the document is the person who appears in person.

Establishes paternity and obtains, enforces and collects child support funds for children.

Investigates complaints of discrimination in employment, housing, credit, higher education, and public accommodations. May file a complaint on the basis of race, color, religion, national origin, ancestry, sex, disability, age, military status, and marital or familial status. Mediation to help settle disputes dealing with discrimination may be offered to those who have filed a complaint.

Provides advice and representation for those being evicted, foreclosed upon, locked out, having difficulty obtaining repairs from a landlord, or who have had utilities terminated. Advice and representation may also be available to those who wish to enforce special rules of subsidized housing, or those seeking assistance with land contract problems and housing discrimination matters. Provides public officials who are authorized by the state government to attest to the authenticity of signatures.

Reviews criminal records to see if eligible to have records expunged or sealed and reviews eligibility for Certificate of Qualification for Employment (CQE).
