The Public Health Preparedness (PHEP) Program coordinates local and regional emergency response planning for disasters, working directly with elected officials, fire/EMS, law enforcement, hospitals, EMA, media, businesses, faith-based groups, social services, housing/sheltering, mental/behavioral health, and non-governmental and volunteer agencies.

COTS coordinates the Central Ohio Regional Healthcare Emergency Preparedness (RHEP) Coalition and the Southeast/Southeast Central Ohio Healthcare Coalition (SEOHC). The RHEP Coalition and the SEOHC are public-private partnerships that facilitate, support, and strengthen healthcare and related entities to prepare for, respond to, and recover from emergencies. Together, capabilities are built that can’t be achieved alone. COTS offers a Healthcare Incident Liaison (HIL) that leads a regional effort to build a disaster resilient healthcare system. The COTS HIL provides 24/7 situational awareness and resource coordination.

There are several private companies that may be contracted by municipalities to provide an emergency alert system that alerts residents by phone (land line and mobile) of immediate weather emergencies or other disasters. This is not a particular agency. This is included to describe a means by which clients may contact their local police department to find out about any mass alert system that their municipality may contract with.

The committee is made up of approximately 25 people from different organizations within the community. It plans and prepares for chemical emergencies in the local area. It also maintains and processes requests about chemicals stored in the county as it applies to the community right-to-know laws.

Provides specialized services to the community during and after disasters (floods, blizzards, earthquakes, tornados) and accidents (fires, chemical spills, broken water or sewer structures). Services include providing information and technical assistance related to water disinfection, contaminated food product, clean-up, temporary handling of human waste and garbage, insect and rodent control, assistance with sources of medical supplies and determining need for inoculations, etc. Provides training on these subjects to municipalities or community groups within the county. Provides a free emergency alert service. In the event of an emergency or severe weather in Morgan County, an alert will be sent to you by voice, text, and/or email provided by you.

MCENS (Miami County Emergency Notification System) quickly sends a message to residents of an emergency situation that may require their action, and what steps they should take. All landline telephones in Miami County are listed to receive these alerts, however, there is no central registry of cell phones, so residents must register to receive alerts, including weather alerts.
