The funds under this program are intended to target individuals and families who would be homeless without this assistance. Every household assisted by this program is provided case management to help them identify needs, establish a safe living situation, and to create a plan that connects them to the resouces needed to help them maintain housing. Only help with utility assistance if they are in jeopardy of being evicted.
