Maintains the State's All Hazard Mitigation Plan and coordinates the State Hazard Mitigation Team (SHMT). Responsible for implementing FEMA's hazard mitigation programs and assists Ohio communities in their mitigation planning efforts.

Coordinates planning, response, recovery, and mitigation related to any disaster occurring in Allen County. Maintains the county's haz-mat and decontamination team as well as the county's Emergency Operation Center (EOC), urban search and rescue team, and regional bomb squad. Establishes and updates the county's Emergency Operations Plan and coordinates training exercises for various response agencies.

Responds to incidents involving fire or hazardous materials and provides emergency medical services and rescues when appropriate. Also provides public education and fire inspections to increase community awareness of fire safety and accident prevention.

Seeks to reduce flood risk by adopting and enforcing floodplain management ordinances and identifying and mapping the nation's floodplains. Provides communities with strategies to reduce flood risk. Offers federally backed flood insurance through licensed insurance agents in participating communities.

Provides disaster preparedness information including printed guides and other materials. Topics covered include, but not limited to, floods and flood insurance, chemical leaks/spills, dam failure, earthquakes, hazardous materials, heat, hurricanes, nuclear power plan emergencies, terrorism, tornadoes, wildfire, winter storms, and general disasters. Offers flood maps and handles requests for map changes. Also provides information about the flood risk of a property. Also offers resources for teachers and parents.
