Manages maritime operations at the Port of Cleveland. Provides nine cargo docks, heavy equipment for loading and unloading ships, and inside/outside warehousing space. Private companies contract to load and unload ships.

Promotes waterborne commerce, provides economic development opportunities and enhances public access to waterways within the City of Lorain.
