The building department issues building permits.
Program includes issuing of permits, installation approval, consultation and inspection of home sewage systems.
Provides enforcement of Ohio Building Codes for residential and commercial construction. These building codes provide the department's staff with guidelines to help ensure the health and safety of residents; also provides consultation with prospective builders and developers, plan review services, inspections and distribution of code information.

Household sewage treatment systems for one, two, and three family dwellings are permitted and inspected through the Environmental Health Division. Inspections include location, type and installation of new, replacement and altered systems. New surveys are inspected and given approval as possible building sites. Private sewage treatment system contractors are registered with this office to do work in Shelby County. Call for a current list of registered contractors.
Provides building inspections including point-of-sale inspections, and oversees a mandatory property maintenance program. Maintains a list of contractors certified to do business in the City. Issues construction permits needed for all building within City limits.

The Delaware Public Health District Plumbing Unit inspects new plumbing in residential and public buildings and medical gas installations, to make sure that the installation meets the State of Ohio Code requirements.Plumbing Registration, Plumbing Permit and Medical Gas Forms are available on the website.
Issues permits to demolish, alter, or make major repairs to the whole or part of any existing building; to build new structures; to install new roof coverings, window replacements, siding, decks, or steps; to do electrical, plumbing, heating, or air conditioning work; to repair concrete or asphalt resurfacing or paving; and to grade or regard yard areas. Service includes inspections following work, prior to enclosure in walls, floors, or ceilings.

The authority of the Morrow County Health District's program extends over all commercial plumbing installations in the county. All plumbing contractors operating in Morrow County must register at the office.
The Mid-East Ohio Building Department is a state certified building department. The department issues plan approvals and inspects all building activity regulated by the Ohio Building Code in Muskingum County as well as a region which includes four additional counties, Coshocton, Guernsey, Morgan, and Perry.
