The City Manager is appointed by the City Council and is responsible for the day-to-day operations of the city. The City Manager directs the departments of Police, Fire, Service, Parks/Recreation, Law, Finance, Community and Economic Development, Engineering, Building, Administrative Services, Information Technology, and Cable.

Conducts an election from each of Silver Lake's four (4) districts to elect one (1) Council person and the entire electorate elects three (3) Council members At-Large. Council members and the Mayor serve four (4) year terms. There are no term limits.

Provides a variety of taxpayer services for county residents including home valuation, homestead exemption relief, homebuyer information, weights and measures compliance, owner occupied property tax relief, dog licenses and vendors licenses. Maintains the permanent records of the City, including minutes of the City Board of Commissioners meetings, ordinances, resolutions, contracts, and oaths of office for city officials. Also manages responses to City-issued requests for bids and open records requests.
