Distributes information to the media and community in times of disaster. They house the Medical Reserve Corps (MRC) that provides trained medical volunteers when a disaster occurs. Provides information on disaster preparedness.

Recruits and trains volunteers for surge capacity during a public health emergency. Provides specialized services to the community during and after natural disasters, epidemics, accidents (fires, chemical spills, broken water or sewer structures), and potential bio-terror attacks. Participates in disaster preparedness exercises and simulated emergencies to evaluate and better coordinate local emergency response.

The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may occur where they live. CERT trains volunteers in basic disaster response skills, such as: fire safety, light search and rescue , team organization , and disaster medical operations.
