Voice carry-over allows deaf and hard-of-hearing individuals to use their own voice to speak directly to hearing callers.
Allows people who are deaf, hard of hearing or have speech impairments to communicate through a communications assistant with people who use a standard telephone and vice versa. The communications assistant relays TTY (text telephone or telecommunications device for deaf and hard of hearing individuals) input to the telephone user and types that person's response back to the TTY user. Two options when using a telephone relay service are voice carry-over (VCO) and hearing carry-over (HCO). VCO allows a person with a hearing impairment to speak directly to the other party and then read the response typed by a communications assistant. HCO allows a person with a speech impairment to hear the other party and relay the TTY response back to the telephone user through the communications assistant. The service allows individuals with communication disorders to communicate with all telephone users. Telecommunication relay services can be reached by dialing 711.

Assists with telephone communications for persons with speech disabilities. Messages from a speech disabled person are repeated by a communication assistant (CA) to the receiver of the call. CAs are trained in speech patterns and language recognition. Offers a special service for those who can speak, but can not hear called CAP TEL.

Language Interpretation
Provides full telephone accessibility to people who are deaf, deaf-blind, hard-of-hearing or speech-disabled. Specially trained Communication Assistants (CA's) process relay calls and stay on the line to relay conversations electronically, over a Text Telephone (TTY) or, in some cases, verbally to hearing parties. ORS is available 24 hours a day, 365 days a year, with no restrictions on the number of calls placed or on their length. This valuable communications tool gives all individuals who are deaf, deaf-blind, hard-of-hearing or speech-disabled the opportunity to make personal and business calls just like any other telephone user. Both TTY and voice users may initiate calls through ORS. Also provides Spanish TTY services.
Enables persons with communication disabilities to use their TDD/TTY to place calls to and receive calls from hearing people and other persons with TDD/TTY equipment. Assists hearing persons with phoning someone with TDD/TTY equipment. Calls can also be made using specific wireless handheld devices and captioned phones that allows callers to speak and hear as well as read printed text. Calls can also be made to and from telebraille equipment. All calls are confidential.

Provides relay services for individuals with impaired vision. During these relay calls, the Communication Assistant (CA) will type at a normal speed, but the message will come across at a rate of 15 words per minute, allowing users to achieve a more readable rhythm. Users can also request increased or decreased rates of text in increments of 5 words per minute.
