Eligible consumers receive financial assistance toward the payment of their heating bill and assistance with gas bills. Also has assistance available to assist with furnace repairs or replacements.

Provides and administers the Community Development Block Grants. Works with the intent of assisting persons of low and moderate income, (regardless of their financial means) to live in a decent, safe, and sanitary environment by eliminating urban blight and detrimental living conditions. Provides funding for home rehabilitation. Common examples of housing services we have assisted with in the past: roofing and gutters, porches and stairs, water heaters, furnaces, exterior doors, and electric upgrades. The financial limit for an emergency rehab project is $22,500.

Provides a loan and contracting for home repair projects needed to maintain home ownership. Exterior projects include but are not limited to roof, windows, siding, concrete repair, rails, painting, and other health and safety needs. Internal repairs include health and wellness repairs, major mechanical repairs, and safety concerns as well as some accessibility repairs. Code violations and insurance cancellation notices are also repaired. We do not work on cosmetic or emergency repairs.

Provides home repair services for eligible senior homeowners. Must be age 60 or older, own your home, be current on property taxes and meet income guidelines and home not listed for sale.

The General Minor Home Repair services offered may include handicap modifications or accessibility, heating unit repair or replacement, roof repair or replacement, electric and plumbing services and general home repair. Home Repair program is designed for homes with less severe repair needs and repairs are typically limited to one or two health and/or safety items. A variety of home repair programs are available in the tri-county area including: - Foundation repairs - Electrical repairs - Plumbing repairs - Window replacement - New roofs - New furnaces - Insulation - Siding repair.

Provides home repairs/replacements and the eligible projects include repairs of walls, roof, flooring, plumbing, hot water tanks, electric, heating, water, and sewage systems. PRC total amount is $2,000.00.

Performs emergency and extensive housing rehabilitation services based on need and income eligibility. Housing rehabilitation maximum grant amount is $10,000 per property. Emergency grants may be available when property is considered substandard or where a government agency (health or building department) certified in writing that there is an imminent threat to health and safety. Services include repair or replacement of sidewalks, handicapped accessibility improvements, exterior painting, electric and electrical panel updates, foundation repair and weatherproofing, furnace repair and replacement, vermin and insect removal, plumbing repairs including hot water tank replacement, and connection to sanitary sewers and/or water lines. Services That Assist Richland Seniors (STARS) provides in-home services and community access services and supports with funding made available through the Richland County Senior Services Levy.

Program aims to help individuals and families that live in environments which are considered unsafe or unsanitary. Veterans, senior citizens, and disable adults often have difficulty maintaining their homes while young adults who 'age out of the foster system' or encounter life-disrupting issues and need temporary safe housing. H.A.R.P aims to resolve these issues by providing furnishing assistance, home repairs, and temporary housing.
