This program addresses two specific issues within the senior population in Franklin County: 1) Loneliness and isolation and 2) underuse of resources active seniors have to give. The program engages two different populations of seniors: home-bound seniors and active, low-income seniors. Senior Companions, all of whom qualify as low-income, receive stipends and travel reimbursement to visit home-bound seniors for 15+ hours a week. They provide needed socialization and non-medical assistance so clients can remain independent in their homes. The program helps both groups stay connected and retain their independence.
Homemakers program provides assistance with cleaning, laundry, and running errands. One of our home-makers will come every other week and will work to assist you with your schedule. To qualify for this program you must be unable to do simple home-making tasks and have nobody to do them for you.
Provides assistance with specific health and safety issues for homeowners. The eligible repairs include roof repairs, electrical issues, no hot water, no heat, and handicap accessibility.

Grant program funds will be available in 2018 to repair or replace private sewage systems. Depending on household income, the resident will be responsible for either a portion of the cost or nothing at all. A family of up to 4 earning as much as $72,250 may be eligible for half the funding needed.
The Winter Crisis program runs from November 1 through March 31 extended until May 1, 2020 to assist individuals having trouble paying their gas or electric bill if that is there heating source, a one time payment of up to $175 for regulated gas or electric if this is your source of heat or $750 for unregulated utility customers. And $900 for bulk fuel, and $550 for coal or wood assistance and Furnace Repair up to $500.00 Clients will be processed for all available programs, including HEAP, PIPP and Winter Crisis at each appointment. Offers free driveway snow removal for eligible older adults and individuals with physical disabilities. Contractors will plow when snow reaches four (4) inches or more.
Offers assistance on a day-to-day basis allowing client to maintain independence. Services include personal care assistance, transportation,and Alzheimer's caregiver respite.
Provides supports needed by client (based on assessed needs) to continue living in the community. These waivers can be used to pay for a wide range of services, including housing, in-home services (such as help with meal preparation and household chores) and other services to maintain the independence of the client (such as transportation, help with budgeting, and life skills training as needed). There are three types of waivers depending on the level of the client's needs. The Individual Options (IO) Waiver is for people who may need a lot of help in their home and who may need many different kinds of services. The Level One Waiver is for people who do not need a lot of paid staff to provide services. Usually, people using a Level One Waiver only need help with a few things, or they have people who can help them with some of the things they need, like cooking meals, taking showers, or driving places. The Self-Empowered Life Funding (SELF) Waiver is for people who want to be in charge of some of their services. Those with a SELF Waiver can be in charge of hiring and training the people that provide services and manage their own budget for services. The board can help the individual select which waiver is right for them and can help the client locate service providers who can accept the waiver.
