All county boards of developmental disabilities in Ohio provide local Medicaid authority for the administration of developmental disability waivers. The developmental disability waivers are a Medicaid service that help people served by county boards of developmental disabilities to live in their own homes, shared homes and family homes and received services within the community. Federal funds pay approximately 60% of the cost of waivers, with the remaining 40% of funding being paid by the county board of developmental disabilities through local tax levies or allocated state funds. A waiting list assessment is completed to determine the need for such services. There are three types of Medicaid waivers administered by the Allen County Board of Developmental Disabilities: Level One Waiver, Self-Empowered Life Funding (SELF) Waiver, and Individual Options Waiver. Each Medicaid DD waiver is unique in regard to funding and program requirements. Service and Support Associates (SSAs) are the primary point of contact for each person enrolled on a Medicaid waiver.

CDS is an Individual Options Waiver and Level 1 Waiver provider through the county board of developmental disabilities system. Transportation available to those in program. Self-pay is also accepted.

Provides financial assistance for minor home repair projects to low-income seniors and individuals who are permanently physically disabled. Eligible work may include, but not be limited to: electrical (replace fuse or light bulb, repair/replace a switch, repair/replace frayed cords/plugs, etc.); plumbing (repair/replace toilets and sinks, leaking faucets, drain and supply lines, vent pipes and sump pumps, etc.); masonry (repair sidewalks, porch floor and steps; apply waterproofing compound to basement walls; minor tuck-pointing, etc.); carpentry/maintenance (repair doors, jambs, frames, hinges, window frames, kitchen cabinets, decking, floors, porches, holes in walls; install glass; install smoke detectors; install deadbolt locks; etc.); and heating and air conditioning (repair/replace furnace and air conditioner).

Offers home repairs and rehabilitations to income-eligible Lorain County homeowners. Repairs may include roofs, water heaters, furnaces, A/C, electric panel, electrical, ADA modifications, plumbing, and more. The Home Repair Program provides no-cost upgrades and fixes for qualified homeowners. This grant-funded program requires no repayment by the homeowner. The Home Rehabilitation Program offers more extensive repairs and upgrades for homes. Assistance will be in the form of a declining-forgivable loan. There is no monthly payment, and no interest will be charged. No credit check is needed. 100% of the amount borrowed will be forgiven over (5) years provided owner continues to own and occupy the home. NOTE: Funding varies from year to year and might not always be available.
