Works to help adults with developmental disabilities achieve the highest level of independent function possible. Each new client receives an individual plan which is reviewed quarterly. Publishes a periodic newspaper containing articles, poems, and editorials regarding issues of homelessness. The newspaper helps to educate the public about homelessness, and also provides job opportunities for people to return to the workforce by buying the papers for a low price and reselling them to the public. The vendors receive training, including being informed of city ordinances regarding selling, are in some cases assigned shifts at major distribution points, and have the opportunity to publish experiences of being without housing.

Environmental health division providing: food and water inspections; nuisance complaints; rabies control; residential lead hazard investigation. Nursing and community health division providing: communicable disease follow-up; immunizations for children and adults; foreign travel immunizations; flu shots; case management for children with medical handicaps; community health assessment and education; tuberculosis clinic; preventative health services. WIC program provides supplemental nutrition support to women, infants and children under the age of 5.

Job Seekers have access to a full selection of resources under one convenient location, Services available include: - Partner services from local and state organizations - Employment and career counseling - Staffed, full service job search resource center with internet access - A host of jobseeker-related services including resume development, job leads, (link to hot jobs) and interview skills brush up - Veterans services - Access to education and training providers - Vocation rehabilitation services for those with a disability - Connections to other supportive services.

C-TEC's Postsecondary Center offers over 20 job training programs that prepare adults for careers within a year or less. C-TEC trains the future workforce in health care, skilled trades, manufacturing, information technology, public safety, and personal care services.
