Community agencies and the schools of Muskingum County are working together to provide a quality preschool program at Starlight. The pre-school program is guided by two basic facts: - Learning is an active process. - Children need nurturing and support to experience their own development timetable without expectations of conformity to a particular program or single group. Teachers guide children through active exploration and interactions with adults, other children, and materials. Play-based choices enrich the learning process through a wide range of learning experiences.

Early Intervention is a program for children under the age of three who have a developmental delay or a diagnosis that puts them at a significant risk of developing a delay. There are new eligibility requirements for Help Me Grow Early Intervention: - If you are referring a child with a medical diagnosis that impacts development, that child may already be eligible for HMG. We will contact the child's physician and request that required forms be completed. Early Intervention staff will complete an assessment to determine need for early intervention services. - If you are referring a child you suspect may have a developmental delay, the early intervention staff will screen the child and if indicated, will evaluate him/her to determine eligibility and need for services. To be eligible for HMG, a child must have a 1.5 standard deviation below the mean in one or more of the developmental domains: adaptive, cognitive, communication, physical or social/emotional. Early Intervention is provided by Licking County Board of Developmental Disabilities.

Early Intervention: Early Intervention physical therapy (0-3 years old) focuses on providing home based therapy to infants who display gross motor or movement delays. The goal of Early Intervention therapy is to help children with these delays as soon as possible so they can reach their fullest potential. The focus is to work with the parent/caregiver on activities to do with the child in order to develop their gross motor skills. School Based: School based physical therapy works with children who would benefit from therapeutic interventions to maximize their education and success in the classroom. The focus is on functional mobility and save, efficient access and participation in educational activities and routines in the learning environment. Staff education for follow through is key to the child being successful and maximizing their academic potential. The therapy staff follows the child's IEP (individual Education Plan) and is a member of a multidisciplinary school team.

The team also has an Early Childhood Mental Health provider, a hearing specialist, and of course the family. All team members work together to help reach outcomes the family desire. Early Intervention supports learning and development, child social and emotional well-being, and helps families through a coaching model within the context of daily routines and activities. Services for pre-school aged children - The Perry County Board of DD provides services to children 3-6 through the support of an early childhood specialist. These services are primarily home based and often times supplement the work of preschool special education, or may stand alone for those children not enrolled in preschool. Through discovery with families, the specialist learns of the unique strengths and needs of the child, and helps the family build on those strengths or provides resources for assessed needs. Services for school-aged children - The Perry County Board of DD provides service coordination to families enrolled with school-aged children. The role of the service coordinator is to help connect families with needed resources and supports as requested. The service coordinator is available to attend IEP meetings with families, make application for family selected supports, and serves as a resource for families as they navigate various systems for services for their children.
