Assists the farmers of Richland County in providing solutions to erosion and water quality concerns. Permits are issued for projects that disturbs or creates impervious areas. Implements water quality and soil protection practices.

Provides for the management and protection of lakes, rivers, streams, aquifers and their surrounding watersheds while addressing problems such as poorly functioning storm drains, degraded habitat, illegal sewer hookups, leaking pipes, erosion, dumping, and limited or lack of access to the river itself for fishing, swimming, canoeing or other recreational activities.

Handles reports of environmental emergencies involving the releases of oil, hazardous chemicals, or radioactive materials into the air, land or water. Examples may include chemical spills on highways and in waterways as well as toxic emissions from industry or other environmental crimes/violations. Provides an emergency response team that offers coordination and technical assistance for hazardous material containment. Works in conjunction with the federal environmental protection agency to ensure investigation and cleanup of contaminated sites.

Preforms services to protect and promote public health in Putnam County. This is done by regulation enforcement, inspections and providing educational matericals and prigrams for the public. In order to protect and promote public health, the envronmental division works closely with local, state, national, and non-governmental egencies.

Tasked to apply for grant monies only available to communities with land banks. Homeowners with vacant properties on either side of their owner-occupied home may purchase a Richland County Land Bank property as per the current pricing guidelines.

The Division of Wastewater is responsible for treating and returning environmentally clean, safe water back to the Licking River. Additionally, the Division is responsible for maintaining the collection system, which consists of approximately 238 miles of sanitary and combined sewers, 17 lift stations and over 5000 manhole structures. The Division is also responsible for monitoring discharges into the system from industrial and commercial users for compliance with federal regulations as well as local ordinances.

Develops environmentally safe solid waste management plans to achieve Ohio's goals for waste reduction, recycling, and solid waste management in the region. DOES NOT RECYCLE TELEVISIONS BUT GIVES REFERRALS TO AREA FOR-PROFITS THAT WILL RECYCLE THEM FOR A FEE.

Litter prevention and recycling grants administration, education for adults and youth, awareness activities; litter collection on public property and litter law enforcement; supervise jail trusty and court ordered public hours used for city-wide clean up. Education of public on solid waste/recycling/litter prevention; coordinates city-wide volunteer clean- ups, Muskingum River sweep; provides litter containment, including litter collection assistance, for major public events.

Provides an environmentally safe solid waste management plan to achieve Ohio's goals for waste reduction, recycling, and solid waste management in Geauga and Trumbull County. Helps communities and businesses implement cost-effective and environmentally safe solid waste management practices. Provides information about where to drop off recycling including places (such as scrap metal yards) that pay for recyclable materials (such as aluminum cans). Offers community locations to drop-off standard household materials for recycling. Drop-off locations accept plastics, glass, and metals generally used for food or beverages (i.e. plastic milk jugs, glass pickle jars, steel vegetable cans), bottles, cans and cardboard/paper products.
