Offers recycling and community clean-up events and hosts special events for electronic, pharmaceutical, and hazardous household waste collection, as well as used tire collection and document shredding. Investigates reports of illegal dumping, littering, and burning. Develops environmentally safe solid waste management plans to achieve Ohio's goals for waste reduction, recycling, and solid waste management in the region. Helps communities and businesses implement cost-effective and environmentally safe solid waste management practices.

Plants new trees, prunes and removes hazardous trees on city property. Maintains trees and landscaping in parks and other city property. Residents may request a tree be planted on the tree lawn in front of their house. Will manage storm damage cleanup when streets are blocked by storm debris.

Responsible for the correct disposal of all private household sewage systems in a manner which will protect surface and groundwater from contamination. Seeks to improve air quality through inspections which identify vehicles in need of emissions repair. Vehicles are tested to ensure the vehicle's emmissions control equipment is working properly. Must meet emissions standards for the year vehicle was manufactured. Vehicles must be inspected every two years. Even number model vehicles are inspected in even numbered years; odd number model vehicles inspected in odd numbered years. Vehicles four years old or newer do not have to be tested.
Assist landowners with natural resource guidance and engineering improvements. On behalf of the Richland County Commissioners; manage the county stormwater and erosion control regulations permit generated; manage NPDS (National Pollutant Discharge System) Permit Program of Ohio EPA Reporting. Administer Pollution Abatement Program to all crop and animal producers to find solutions for non-point source pollution.
