Government supported program that provides a free cell phone and airtime each month for income-eligible customers. Service is non-transferable and limited to one per household.
Provides cell phones to those who would benefit from having quick, mobile access to emergency services such as: victims of domestic violence, older adults, individuals with disabilities, or witnesses to crime. Will also provide phones to those in other situations (such as a family that does not have any other means of telephone service). Cell phones can only be used to dial "911".
Net 10 has been approved by the Public Utilities Commission of Ohio to offer wireless Lifeline service through its Net 10 program in Ohio. Net 10 customers receive a free wireless handset, caller ID, voice mail and text messaging capability. Each month, the customer receives 250 free minutes of airtime. Because the allotment of minutes is minimal, Net 10 offers additional minutes on a pre-paid basis for 20 cents per minute. Lifeline is a federal program designed to make local telephone service more affordable and accessible to residential consumers. Lifeline programs are funded by the federal Universal Service Fund, a program supported through charges on consumers’ monthly local and long-distance telephone bills. Income-eligible customers may qualify for wireless Lifeline provided they do not receive a Lifeline discount on their landline telephone account. Customers must be at or below 150 percent of the federal poverty guidelines, for example, $34,575 for a family of four. Consumers may also qualify through their participation in one of several government aid programs, including: Section 8/Federal Public Housing Assistance; Medicaid; Food Stamps; Supplemental Security Income (SSI); Free National School Lunch Program (NSL); General Assistance/Disability Assistance; Home Energy Assistance (HEAP); Supplemental Security Disability Income (SSDI); Ohio Works First or Temporary Assistance for Needy Families (TANF).

Assurance Wireless is a cell phone service from Virgin Mobile that provides a free wireless phone and 250 free minutes of wireless voice service and 250 free texts monthly to eligible customers. Lifeline Assistance Programs like Assurance Wireless are crucial to helping people back on their feet by keeping them connected to potential employers, medical providers and child care while cutting down monthly expenses. Along with a free voice mail account and call waiting, Assurance Wireless provides caller ID and access to 911 in case of an emergency. Additional minutes and text plans can be purchased.
