Provides payment aid once per heating season to consumers who have been disconnected or received a shut-off notice, or service that needs started, or have 25% or less supply of bulk fuel (fuel oil or propane). To receive assistance, households served by a state-regulated utility must also sign up for a payment plan, such as the Percentage of Income Utility Plan (PIPP). Program can also pay for furnace repair and space heaters. Can also pay for furnace repair and space heaters through this program.

NOTE: Scheduling an appointment automatically places a 1-time hold on disconnection for REGULATED utilities until after the scheduled appointment date (unless a previous hold was placed on the customer's account). The appointment must be at least 48 hours before the scheduled disconnection and the utility account number must have been entered. - Customers are only allowed one (1) disconnection hold for an assistance appointment per Winter Crisis Program (WCP) season. - Rescheduling or missing appointment removes the hold and possibly triggers loss of service.

Provides home repairs and rehabilitations for income eligible homeowners. Repairs may include plumbing, electrical, roof, gutters, furnace, ADA modifications, water heater, electric panel and other health and safety needs. The Home Repair Program provides no-cost upgrades and fixes for qualified homeowners. This grant-funded program requires no repayment by the homeowner. The Home Rehabilitation Program offers more extensive repairs and upgrades for homes. Assistance will be in the form of a declining-forgivable loan. There is no monthly payment, and no interest will be charged. No credit check is needed. 100% of the amount borrowed will be forgiven over (5) years provided owner continues to own and occupy the home. NOTE: Funding varies from year to year and might not always be available.

Provides lead testing of homes. Supplies contractors who make necessary home modifications valued up to $8,000 for income-eligible homeowners or renters to provide a lead-safe environment for children. Loans out a vacuum cleaner equipped to capture lead swept up in the cleaner. Maintains a list of properties that have been abated for lead and made safe.
