The Housing Crisis Response Program (HCRP) helps those who are on the brink of homelessness. It helps eligible clients maintain the housing that they are currently residing in or to move into more stable housing. However, this is not emergency shelter program or connected through Section 8 Housing Assistance. Its goal is to end homelessness and work towards housing security. Assistance is limited and based on individual need. In order to qualify, the client must be homeless or nearly homeless. These terms can mean that someone will be evicted, foreclosed upon or have no residence. This will be determined by the case manager.

B) Prevention (At Risk of Homelessness) – Is for individuals and families fleeing domestic violence that has income below 30% of median income for the geographic area and has insufficient resources immediately available to attain housing stability. o Are living in the home of another because of economic hardship, live in a hotel or motel. o Individuals and families who will imminently lose their primary nighttime residence. o Have been notified that their current housing or living situation will be terminated and needs to relocate.

The Homeless Youth Grant through the Ohio Dept of Health is split to address two groups: homeless youth ages 14-24, and homeless pregnant women under the age of 24. The grant will provide physical and behavioral health support, social connections, and case management. According to the Dept. of Health those who are “couch surfing” or staying with family or friends on a temporary basis are included in the definition of homeless. The funds available through the grant to the youth are very flexible. The grant can assist with utility hookup, rent deposits, and much more. The youth can also be connected with a variety of services through the large network of providers.

Investigates housing discrimination complaints throughout the Dayton Metropolitan Statistical Area (MSA) and provides advocacy services for persons who believe they have been encountered discrimination in housing (both in the public and private sector, whether rental units or purchased housing). If necessary the agency can do discrimination testing to confirm discrimination allegations. Can also make referrals to outside agencies for legal and other related services. Also conducts educational workshops for landlords, rental agents, real estate agents, and others as to what constitutes discrimination in housing. And how they can best comply with the law.
