- Serves Carroll County households with at least one child under the age of 18 (or through 19 if the child is still in high school), pregnant women (from conception to delivery), and (in certain cases), the non-custodial father or mother. - Family must have income which is at or below 200% of the Federal Poverty Level. - Customer needs to provide proof of past due balance.
