Summer Crisis Program | Breathing Association

Provides electric bill payment assistance to qualified households that have persons 60 and over or those with medical conditions that require electric service. The maximum amount for bill payment assistance is $300 for regulated utilities and $500 for unregulated (usually government provided such as the City of Columbus). Also provides window air conditioners to qualifying individuals. Also can pay up to $500 to repair central a/c units of homeowners as long as there is no outstanding payment on the electric bill. Must be repaired by a state certified vendor.

Eligibility

Customers who received an air conditioner in 2022, 2023, or 2024 are not eligible for a/c this year. Applicant must be a US citizen or legal resident and the household must be at or below 175% of the Federal Poverty Level and meet one of the following criteria: Households that have a disconnect notice, have been shut off, have a PIPP Default, or are trying to establish new service on their electric bill are also eligible for assistance. Low-income households with older household members over 60 years, or households that can provide physician documentation that cooling assistance is needed for member's health is also eligible. Households that are a customer of a regulated utility (AEP and Edison) service can receive up to $500; Households that are a customer of unregulated utilities such as electric cooperatives and municipal utilities service can receive up to $800.
