Eligibility
- Serves Ohio Direction Card (food stamp) recipients residing in Tuscarawas County who have lost food due to a power outage, fire, or flood.
- Loss of Electricity: Power must have been out for at least four (4) hours or more due to a situation beyond the client's control (a shut-off due to a lack of payment does not count).
- Flooding or Other Disaster: Will only help with replacement due to flooding or other disaster if the incident is a governor declared emergency.
Required documents
- Client will need to complete a "Statement Requesting Replacement of Food Assistance Benefits" form.
- Client should call their utility provider's customer service department to request written verification of power outage and its duration.
- For fires, client will need documentation from the Red Cross.

Application process
Application can be obtained in person Monday to Friday from 8:00am to 4:00pm or requested by phone to be mailed. Client must return application to the agency (on site or by mail) within 10 days of the reported loss.
Once Complete Application is Submitted:
- Prorated credit will be added to the Direction Card when eligible applications are approved.
- The client should call their utility provider's customer service department to request verification of the outage and its duration. Verification will then be mailed or faxed to the client.

Replacement funds may replace up to (but not exceed) the client's monthly allotment of food assistance. Funds are sent by electronic transfer to the recipient's Ohio Direction Card.
