Applicants must:
- be between age 18 and 24
- have a High School Diploma or GED
- be pursuing, accepted, or enrolled (at least part-time) at an approved/accredited post-secondary institution
- be unmarried without children
- meet all eligibility requirements for subsidized (Section 8) housing
