INCOME ELIGIBLE CHILD CARE ASSISTANCE - 200% FPL OR LESS | CUYAHOGA COUNTY JOB AND FAMILY SERVICES
Provides financial assistance to pay for child care while parents work, go to school, or participate in a required work activity through Cuyahoga County Job and Family Services. Provides guidance to help find child care that works best for each family, whether it is traditional care in a licensed facility or care in a certified home setting.

Application process
Phone the state eligibility contact center M-F: 8:00am-1:00pm (due to high call volume, caller may be given the option to recieve a call back - if they choose this option they should get a call within one business day). May also apply, renew, and/or update case information through website anytime (client must have an email address to do this). Applications and free faxing/scanning are available at any Neighborhood Family Service Center (NFSC) M-F: 8:00am-4:30pm (also at branches of the Cleveland, Cuyahoga, and Shaker Heights Libraries during their normal hours of business). NOTE: Clients who are currently on this program should make sure to reapply before the 12 months of service ends in order to remain eligible for this service. Fee
Parental co-payment of the child care cost is calculated on a sliding scale based on income and the number of children receiving care.
Eligibility
Parent or guardian must live in Cuyahoga County and must be one of the following: employed; enrolled in basic education (high school equivalency or English as a second language); enrolled post-secondary education (associate, bachelor's degree, or post-graduate studies); or receiving education necessary to maintain employment, certification, or licensure. Can not apply before the child is born. For initial application, income must be 145% - 200% or less of current Federal Poverty Limit (FPL). Once a client is on the program, income may raise up to 300% FPL. Redetermination is required after 12 months of assistance - current recipients may have income up to 300% FPL at the time of their 12 month redetermination (but they must complete the redetermination on time). Most forms of income are counted, but not all (e.g. SSI, foster care maintenance). Anyone who feels their family may be eligible is encouraged to apply. This service can be provided for children in care up to the age of 13 (or through age 17 if the child qualifies as having special needs such as a physical or developmental disability). NOTE: Starting in April 2024, the state of Ohio approved a temporary program called Child Care Choice Voucher Program. This program is funded at the state level and will support families with tuition payments to licensed child care providers whose gross monthly income is between 146% - 200% FPL. Families who are over income for Publicly Funded Child Care (which traditionally ends at 145% FPL) are automatically explored for Child Care Choice. This program includes a copayment that is established by the provider. This program is expected to serve 8,000 children statewide.

Operates several Neighborhood Family Service Centers which provide cash benefits (such as Ohio Works First welfare benefits), food assistance (food stamps), medical coverage, employment/training assistance, child care vouchers, and supportive services to Cuyahoga County residents who meet eligibility requirements. Clients are assigned to a Service Center according to their zip code. Spanish-speaking staff are available.
