-are at least 6 months pregnant, or are the parent of a child under the age of 18, including non-custodial parents
-have a household income at or below 200% of the current Federal Poverty Level
-have not received assistance through PRC within the last 12 months, and
-are employed or have an employment offer sufficient to meet ongoing needs
