Free. However, there will be a fee for a criminal record and medical record check for adoptive parents.

Eligibility

Places children up to age 18 who have special needs and are in the custody of their local county child welfare agency. To adopt: Must be 21 and older without a fatal illness or communicable disease. Those who have committed certain felonies are ineligible. Household must simply be "stable." Must reside within 1 1/2 hour driving time of the office within the counties of Ashtabula, Columbiana, Cuyahoga, Geauga, Lake, Lorain, Mahoning, Medina, Portage, Stark, Summit, Tuscarawas, or Trumbull.
