Eligibility
Must have at least one child under eighteen years of age or consist of a pregnant woman. Must meet income eligibility, generally under 200% of the Federal Poverty Level. Employment guidelines depend on need. Cannot have exceeded cap for services since assistance given previously-- help available annually to eligible families.
Required documents
Driver's license or photo ID for adult member social security cards for all household members written verification of income for the past 30 days.

Program designed to meet an emergent need or assist the family towards self-sufficiency, including:
  • Job Related Expenses and Education Training (employment-related expenses, GED testing, transportation benefits, vehicle expenses)
  • Education and Training (education expenses for children, internet due to COVID-19 and remote school situations)
  • Shelter Expenses (rent or mortgage payment, security deposits, home repairs, fire damage, appliance repair/purchase, utility payments)
COVID-19 Temporary Message: Beginning Tuesday, March 17, 2020 at 12:00 p.m., Ashtabula County Job & Family Services (ACJFS) will limit public access at their 2924 Donahoe Drive and 2247 Lake Avenue locations. This will not prevent determination of eligibility as ACJFS will continue to operate behind the scenes to ensure residents receive critical benefits. Those receiving any type of benefit from the ACJFS are strongly encouraged to contact the agency via phone or internet, versus appearing in person. Personal documents can be uploaded to www.benefits.ohio.gov, faxed to 440-998-1538, placed in the lobby drop boxes at either location, emailed to: [email protected], or mailed to 2924 Donahoe Dr., Ashtabula, OH 44004.
