Eligibility
Serves Ohio households with a household income at or below 175% of the Federal Poverty Guidelines. NOTE: Some income is deemed excludable such as income earned by dependent minors under 18 years old, child support paid-out, health insurance premiums, and some Medicare costs. Other eligibility guidelines may apply. Both homeowners and renters are eligible for assistance. Families who live in federally-subsidized housing where the heat is included in the rent are not eligible for HEAP.
Required documents
Must complete an Energy Assistance Program application and provide required documentation including proof of the household's income for the previous 30 days/four (4) weeks. Seasonal Employment and/or Self-Employment wages must provide verification for 12 months, such as IRS Wage/Record Transcript or 1040 with schedules. Other documentation required includes:
  • A copy of Photo ID.
  • A copy of a recent fuel/utility bills.
  • Social Security numbers, birth dates, and copies of proof of United States citizenship for everyone in the household.

Application process
  • Apply online at www.energyhelp.ohio.gov.
  • Or application and documentation can be dropped off at secure drop boxes at 936 Broadway Avenue in Lorain (44052) and at Second Baptist Church located at 427 Chapman Lane in Elyria (44035). Copies of documents should be left in the drop box. Original documents should not be placed there. Place everything in an envelope and date it.
  • Applications are available by calling the ODSA's toll-free Energy Assistance Programs Line at 1-800-282-0880.
  • Applications are also generally available at local libraries, County Departments of Job and Family Services, Area Agencies on Aging and some local utility offices.

Offers a federally funded program administered by the Ohio Development Services Agency (ODSA) to help eligible low-income Ohioans meet the high costs of home heating. If you are eligible for assistance, the amount of your one-time Home Energy Assistance Program (HEAP) benefit will depend on federal funding levels, how many people live with you, total household income and the primary fuel you use to heat your home. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor).
