PUBLIC HOUSING (LOW-RENT HOUSING) | CUYAHOGA METROPOLITAN HOUSING AUTHORITY

Provides housing for eligible residents of the County. Owns and manages a large number of family estates, senior and adult high-rise developments, and scattered site locations throughout the County. There may be a special enrollment process for this program when there is a long waiting list. Residents have access to the Resident Services Department that can connect them to resources such as youth programs, mobile food pantries, events and personal enrichment activies as well as fitness activities. Accepts requests and handles issues relating to accessibility in public housing properties that this agency maintains and operates.

Application process

Phone Applications Office for appointment M-F: 8:00am-4:00pm. Application is also available through the website. There may be a waiting list for all household sizes, but evacuees from natural disasters will be moved to the top of the application list. Apart from natural disasters, those age 50 or older are most quickly served. Applicants must sign a lease, but generally are able to move with 30 days notice. Residents may call the Resident Services Department for information on CMHA and other events, activities, and resources M-F: 8:00am-4:00pm.

Fee

Free to apply. Rent is generally 30% of the family's adjusted gross income, up to a flat ceiling rent for each unit.

Eligibility

BASIC ELIGIBILITY: Generally, serves those with low income: less than or equal to approximately 80% of the Area Median Income (AMI) (there are many types of income that may be deducted). Income can go down to zero. Must have a satisfactory police record, satisfactory references from previous landlord(s), and no outstanding rent balances at CMHA or any other subsidized housing. Must be able to obtain utilities in their name. OTHER BACKGROUND CRITERIA: Federal law prohibits admitting as residents households which include a member who has ever been convicted of methamphetamine production on the premises of federally funded housing, or who is subject to a lifetime registration requirement under a state sex offender law. Those who have been convicted of felony drug related criminal activity, homicide, rape, sexual assault, sexual battery, gross sexual imposition, child pornography, corruption of minor, child endangerment, child enticement, arson, kidnapping or abduction will be ineligible for a period of one year from completion of sentence (sentence includes legal supervision after release). Any household with a member who is currently engaging in illegal drug use or who is abusing alcohol such that it will threaten the health, safety, or peace of other residents will not be accepted.
