Eligibility

Open to individuals with a household income at or below 130% of the Federal Poverty Level who have received a utility disconnection notice.

Required documents

Utility bill (Account number and name on the utility account along with most current utility bill OR statement from landlord if utility expenses are included in rent OR statement from utility company if household participates in a pre-pay electric program),Additional documents requested as needed,Proof of income (Proof of all household income from the previous month)

Application process

Virtual appointments may be scheduled by phone or online. Walk-ins accepted for in-person service. Customers must provide a Certificate of Need to their utility company within the initial 10 day disconnection notice period.

Issues a Certificate of Need, which states that a utility customer is eligible for a state-funded energy assistance program and/or that their household income is at or below 130 percent of the poverty level. A Certificate of Need may be presented to a utility company to receive a 30 day extension of service. A Certificate of Need may be obtained and utilized seasonally, between November 1st and March 31st.
