Before submitting a proposal, go to Web site to obtain detailed information or phone for information .Proposals must be mailed or dropped off. Do not fax or E-mail proposals. Deadlines for proposals are March 15, July 15 and November 15. Within two weeks of receipt, sender will be notified by mail that proposal has been received.
