To register to vote, an individual must be:
- A U.S. citizen (by birth or naturalization)
- At least 18 years old by the general election
- A resident of Kentucky at least 28 days prior to the general election
An individual is not eligible to register to vote if they are:
- A convicted felon whose civil rights have not been legally restored
- A citizen who has been judged “mentally incompetent” in a court of law
- A citizen who claims the right to vote outside Kentucky
