Serves any individual who has difficulty reading standard print or who is unable to hold a book and turn the pages due to a visual, physical, or reading condition. Eligibility must be certified by a qualifying professional, such as a doctor, ophthalmologist, optometrist, psychologist, registered nurse, therapist, or professional staff of a hospital or public agency.
