Eligibility
Must have a household income less than 125% of the poverty level and be a United States citizen . Will consider expenses such as childcare, transportation, and health care as well as certain assets when determining financial eligibility for service. Income and asset limits do not apply to persons age 60 or older. Not all eligible cases can be taken. Portsmouth office serves Adams, Lawrence or Scioto county. New Philadelphia Office serves Adams, Carroll, Coshocton, Holmes, and Tuscarawas counties. Steubenville Office serves Belmont, Harrison, and Jefferson counties.
