Home Energy Assistance Program - Non-emergency Heap (liheap) | Ohio Department Of Development
The Energy Assistance Program (includes Home Energy Assistance Program, HEAP), makes a one-time per heating season payment (electric and/or gas) to eligible customers to assist with winter heating bills. Households with elderly or disabled members will automatically receive a larger benefit, reflecting the need for additional help.

M-F: 7:30am-5:00pm. Applications are accepted July of each year through May of the following year. The one-time benefit is typically credited starting in January.

Application process
Can apply online, by mail, or by appointment (usually during a crisis or PIPP appointment). Applying Online: will need a scanned copy or photo of your proof of income, recent utility bills, and proof of citizenship to upload to the application. If mailing the application it will take at least 12-16 weeks after application for payment, voucher, or credit to be issued. Those who are claiming zero/no income, odd jobs, or other income (not through a paycheck) must make an in-person appointment (cannot mail application, the Ohio Development Services agency will not process the application). Applicants must re-apply to this agency each year by mail or online. Anyone who was served during the previous heating season will automatically receive an application in the mail during August or early September. Applications are also available through the website, as well as from local libraries, county departments of Job and Family Services, Area Agencies on Aging and each county's Community Action Agency. Eligibility
Applicants must reside in Ohio and be citizens or legal resident aliens. Applicants must have a household gross income that is 175% or less of the Federal poverty level (see application for details of income inclusions/exclusions). Does not serve residents of any licensed medical facility (hospital, nursing facility), public community residence (YMCA), boarding houses, group homes, emergency shelter, or businesses (including churches).
