- Serves Tuscarawas County and Carroll County residents age 18 and over who meet income eligibility guidelines. - Applicants must also pass other eligibility criteria and are screened for recent violent or drug related criminal activity. - Must be an adult United States citizen or eligible immigrant, and have the legal capacity to enter into a lease under state and local law. Preference is given to Veterans.
- Must complete pre-application to be put on the waiting list. Pre-application requires no documentation. - Application requires birth certificates and Social Security cards for all members of family and proof of family income from all sources. Other documents may be required.

- No fee to apply. - Rental cost to participant is 30 to 40% of monthly family income, with subsidy making up the difference between this and the market rent of unit. There is an upper limit on the unit rental price that is acceptable.

Administers subsidized rental program for low-income residents and provides assistance in the form of vouchers that allow income-eligible families to find and lease approved privately owned housing where the landlord has agreed to enter into a contract with the housing authority. Eligible applicants who are selected from the waiting list pay 30 to 40% of adjusted gross family income in rent and the subsidy makes up the balance of market rent. The subsidy moves with participants and it can be used in any unit in the private market which passes a Tuscarawas Metropolitan Housing Authority (TMHA) inspection, as long as participants remain eligible and the landlord agrees to participate in the program.
