Application process

Applications must be submitted online for preliminary review by the ODRC. After review, ODRC will provide notice to an applicant that they must print the petition and take it to the Clerk of Courts in their county of residence for filing.

Eligibility

Open to current Ohio residents who have been convicted of a crime in the state of Ohio.

  • Individuals who have received a misdemeanor conviction must wait at least six months from the date of their release from incarceration, all periods of supervision, and/or all court sanctions imposed to apply for a certificate.
  • Individuals who have received a felony conviction must wait at least one year from the date of their release from incarceration and all periods of supervision to apply for a certificate.
