- Is the owner of the single-family dwelling and is 65 years or over or is disabled.
- Is occupying the home at the time of service. The program is not to be used to provide the illusion of occupancy while on vacation.

The driveway will be plowed once for emergency purposes only in a 24-hour period when necessary and after a snowfall of 3 inches or more.
