Speech to speech and CAP TEL service is free. There is a charge for long distance calls.

Assists with telephone communications for persons with speech disabilities. Messages from a speech disabled person are repeated by a communication assistant (CA) to the receiver of the call. CAs are trained in speech patterns and language recognition. Offers a special service for those who can speak, but can not hear called CAP TEL: allows users to read captions of what’s said to them during telephone conversations.
