Serves customers of First Energy/Illuminating Company who are 18 or older and have a total gross household income at or below 200 percent of the federal poverty guidelines. Assistance given once in a calendar year. A shut-off/disconnection notice is required, except some exceptions may be made for those 60 and older. This fund does not pay reconnection fees. Those whose service has been disconnected can request the utility add the reconnection fee to a future bill. Must have applied and been formally denied assistance through the E-HEAP program (winter or summer), if either program is active when applying. Those on a medical certification are not eligible until the certification has expired.Must have paid at least $150 towards First Energy account within the last 90 days.(PIPP participants' requirement will be adjusted.) If aged 60 and older must have paid at least $100 in the last 90 days. Must have a past due balance of at least $100 or more. Those 60 and older may have a $0 past-due balance as long as there is not an existing credit balance on the account. Must be a residential account. Only the person whose name is on the bill can apply.

Although service is generally available year-round, funds do run out periodically each location may run out at different times. Appointments are generally during the following hours: M-F: 8:30am-4:00pm.
