Eligibility

Serves low-income Stark County households who meet the following criteria:
  • United States citizens or qualified legal aliens. Legal aliens may have additional requirements of time of residence or work history.
  • At least one adult caretaker who is age 18 and over.
  • Must be at least 6 months pregnant OR has a dependent minor age 19 and under.
  • Must meet standards for income and living arrangements as well as cooperate in the recovery of child support.
  • Requited to participate in a combination of developmental activities and/or work/training activities to remain in the program.
For the dependent children to be eligible until their 19th birthday, they must remain a full-time student in a secondary school or be pursuing an equivalent level of vocational or technical training.
  • If dependent children graduate or no longer attend a secondary school or equivalent, they remain eligible only through graduation or the last month of school.
  • Dependent children who complete high school prior to their 18th birthday and attend college or college level vocational/technical training are eligible only through the month of their 18th birthday.
-Those that will be age 19 the same month that they complete a secondary program, are eligible only through that month. Note:
  • There is a 36-month lifetime limit for receiving OWF cash benefits.
  • Persons who find employment and are no longer eligible for cash assistance may be eligible for transitional Medicaid and child care benefits for up to one year or until their income reaches 185% of poverty.
  • Clients who transition to work may still be eligible for food stamps (depending on income).
